Recently got back my Flow connection. (Tried it for a month before and had this same problem, but figured i'd give them the benefit of the doubt.)
Downloading anything, even streaming HD videos completely saturates the connection.

Yeah it doesn't get much faster than that if you're not on a private tracker. Fastest I've seen is about 600 over wireless on Flow 6MB. Just throttle that down til it gets to a workable point, try half, then 100 less, etc. Then set to to go all the way when you away. That's generally how it is for me, can't do too much when downloading.

As long as i'm not downloading, browsing is lightning fast.
I just notice too that my connection in such a mess, that the server browser in CoD 4 shows all servers with pings over 1500 when refreshing the list, but as soon as the refresh done and I join a game the ping is in the 100's.

have you experimented with some QoS solution at all? Could you borrow a router (or convert an old PC into a router) and see if that clears it up?
Blink's modem has a router built in, whereas flow's modem doesnt. could plausibly explain the difference.
edit: maybe update the drivers on your ethernet adapter?
