Does anybody know why I sometimes have to receive "Please select a mailbox number' followed by "Thank you and goodbye" .... when calling a cell number?

I know that these cell users have not set up their mailboxes, but why in the first place do I have to listen to such message??

And what would I have to do for "select mailbox number" ...
