I have the same issue blitz.
My connection speed fluctuates quite a bit.

ok lets see...
I'm in the Tunapuna area.
And they upgraded us to digital cable in late december, After which a customer service rep. called to ask if we were happy with the service. then they informed us that they were able to provide us with the internet service.
So yesterday we called back the rep. and requested the service.
I'm quite surprised how quickly they came

anyways, just did a bandwidth test through tstt's website and got 491.40kbps.
Still not 512kbps but what the hell, its faster than dsl, and cheaper!
I'm 1 happy camper as they say

Well After a couple years of continuous horrible service from tstt's dsl, i've finally switch over to Flow's 512Kb package.
Called them yesterday for the service, and a technician came this afternoon and set it up. And thus far, is working perfect.
I'll keep everyone updated if problems do occur.

I absolutely agree boy. If it turns out Flow's services are reliable, I'm jumping this Tstt ship...
