bmobile pre paid .... yes (TT$ 15 per minute)
bmobile post paid ... yes, if you have applied for the roaming feature and been approved
digicel pre paid .... yes (TT$ 15 per minute)
digicel post paid.... yes, though not sure if you have to apply for it in advance

recently went US&canada
roaming charges kill u on both bmobile & digicel(im discussing prepaid only)
once ur service has been handed over to AT&T or Rogers, u could turn off ur fone and if someone calls you, you get billed for a minute(and i had voicemail disabled on both Digicel and bMobile). mite as well just accept the damn call. btw its $12 a min (not by the second) and not $15 in practice (i counted)

my advice...buy a SIM card over there if u really need to make calls. price:
AT&T = $25USD prepaid SIM (as at August 2008) with $10 in talk time...25c USD a min
Rogers = $40CDA prepaid SIM (as at August 2008) with $10 in talk time...25c CDA a min
you need to make a fone call to activate the SIM card
u get a good souvenir to come home with. if u wana play the ass, $3US a min roaming charges on both AT&T and Rogers (yes we have it cheaper)
use the same SIM card when you go back (just go by a phonebooth and call in for an activation free)
*225 for balance inquiry (not *225#)
GSM audio quality in both countries is crappy as compared to CDMA. Digicel audio quality in trinidad is far superior to what they have

we have such nice prepaid rates here in T&T. i really can't complain about charges after experiencing US & Canadian prepaid services (cant argue with postpaid tho)
