Cabinet Space Internet Issues

So anyone else have this problem in their area?
Problem: TSTT using the damaged ports in the area's cabinet to connect new customers. When they start experiencing issues with these ports, they just switching lines with other customers and rotating as the reports coming in. I'm stuck on a bad port for months now, my internet drops every 10-15secs but BLINK ALWAYS CONNECTED!!! Any advice/ideas as to forcing TSTT to fix this or have them severely penalised(shut down of something in there) so they can stop this BS? PS: CSR saying no space to some customers but land-line department "finding/have available" ports in the cabinets.
